This background document summarises the steps taken nationally and within this RBD to ensure the River Basin Management Plan has been produced through consultation and engagement with interested parties. The steps are summarised in three sections on Consultation (pages 3-7), Stakeholder Engagement (pages 8-11) and Public access to information (pages 11-13). Appendices are listed on pages 14-18. Information leaflets have been produced for a total of 26 Local Management Areas across the North Western, North Eastern and Neagh Bann districts. Design and Production of Interactive Web Viewer for River Basin Management Plans Phase I version of the Interactive Web Viewer went live on 22/12/2008 with publication of the draft River Basin Management Plans. The web viewer is easily accessible from the homepage of the NIEA website and at locations from pages within the WFD section of the website. The address for the Interactive Web Viewer is http://maps.ehsni.gov.uk/wmuviewer/. Live demonstrations of the web viewer were conducted at all of the Water Information Days during the draft plan consultation period and at other events. Members of the public were encouraged to use the viewer and provided with a feedback system to suggest improvements. The viewer provides easy access to information on classification, objectives and programmes of measures associated with all water body types. Phase II final release of the web viewer went live on 22 December 2009 with the publication of the River Basin Management Plans. 22/12/2008 to 22/12/2009. The web viewer has a direct link to the WFD section on the main NIEA website enabling users to have an easy direct link to WFD website content and associated documents. During the consultation period 22 December 2008 to 22 June 2009 the web viewer was demonstrated to a wide range of stakeholders. Feedback enabled a workplan to be established for additional functionality and improvements to be made for a final phase II release by 22 December 2009. The latest improved phase II final version of the web viewer went live on 22 December 2009 with the publication of the River Basin Management Plans. Engagement with stakeholders during the implementation of the River Basin Management Plans will assist with the planning of any future changes to the Web Viewer. The Plans will be updated as follows: 2013 - Characterisation of the River Basin Districts will be carried out for the second river basin planning cycle. 2014 - Draft River Basin Management Plans for the second river basin planning cycle will be prepared. 2015 - River Basin Management Plans for the period 2015-2021 will be published.
