Reporting data under NEC Directive and LRTAP Convention

This page contains information which support the reporting of emissions data under both NEC Directive (EU 2016/2284) and the LRTAP Convention

Reporting deadlines

Reporting of emissions data under NECD and LRTAP has different deadlines according to different reporting obligations.

Reporting deadlines under NEC Directive

  • Emission inventory: 15/02/2017, and every year after.  Countries may provide a resubmission for emission inventories by 15th March
  • Projections: 15/03/2017, and every two years after
  • Large Point Sources: 01/05/2017, and every four years after
  • Gridded data: 01/05/2017, and every four years after
  • Reporting deadlines under LRTAP Convention

  • Emission inventory: 15/02/2017, and every year after.  Countries may provide a resubmission for emission inventories by 15th March
  • Projections: 15/03/2015, and every four years after
  • Large Point Sources: 01/05/2017, and every four years after
  • Gridded data: 01/05/2017, and every four years after
  • Note on improving reporting of LPS and Gridded data

    In 2020 the EC run a review on emissions data reported under the NEC Directive on Large Point Sources and Gridded data. A note including suggestion and recommendation in order to improve the reporting of these data has been made available to the countries in December 2020. A copy of the note is available here

    Reporting guidelines

    Reporting of emission data under both NEC Directive and LRTAP Convention is performed against the Guidelines for reporting emissions and projections data under the Convention available on the CEIP (Centre on Emission Inventories and Projections) website. On CEIP website the most recent and updated version of the reporting templates is also available.

    Harvesting of data

    Once reporters release their envelopes on CDR, the EEA still has to manually "technically accept" the submission. This usually takes place during normal office hours and EEA aims to accomplish this no later than 48 hours after the release of the envelope. Once "technically accepted", the file(s) in the envelope is then harvested into the relevant SQL database (NECD / LRTRAP) at EEA. Harvesting should take place within a few hours after the manual acceptance. The harvesting process also triggers additional QA/QC routines which runs on the reported data.

    Once the envelope is technically accepted by the EEA, reporters can track the QA/QC output of their submissions through different online viewers:


  • Emission inventories: NECD, LRTAP

  • Projections: NECD,  LRTAP

  • Large Point Sources and Gridded data: NECD,  LRTAP
  • Reporting of Policies and Measures under NEC Directive

    Under the NEC Directive Member States are required to report a National Air Pollution Control Programme (NAPCP) by 1 April 2019 and to update it at the latest every four years. Together with it, Member State shall report a set of Policies and Measures (PaMs). Member States are also required to update (within 18 months) policies and measures if their emission inventories show non-compliance with emission reduction commitments or if emission projections show a risk of non-compliance (Article 6(4) of the NEC Directive).
