      <SummaryProcessesAndProcedures>In 2003, the WFD was adopted into Irish law, river basin districts and water bodies were delineated and a register of protected areas was generated. River basin district projects were established as well as a public authorities forum. A WFD-compliant monitoring programme was established in 2006. A summary of the Significant Water Management Issues was produced for each river basin district in 2007. These provided an early overview of the regional &amp; local implications of the WFD, highlighting the most significant issues that face the river basin district. Draft RBMPs with a programme of measures were published in December 2008 building on the SWMI reports and further technical work and stakeholder and public feedback. Final RBMPs were published in 2010 building on the draft RBMPs and further technical and prioritisation work and feedback. Tasks undertaken to produce RBMPs included:                                                                                                                   
•	Classifying water bodies 
•	Consulting on provisionally identified artificial and heavily modified water bodies 
•	Undertaking mitigation measure, good ecological potential and high status assessments for all artificial and heavily modified water bodies 
•	Preliminary cost effective analysis 
•	Developing scenarios and programme of measures 
•	Setting environmental objectives and justifying alternative objectives 
•	Producing draft River Basin Management Plans for 6 month public consultation in December 2008. 
•	Producing Impact Assessments for 6 month public consultation in December 2008. 
•	Producing Strategic Environmental Assessments for 6 month consultation in December 2008. 
•	Develop final set of measures following consultation of the draft River Basin Management Plans                                                                                                                                                                                                                                   The ShIRBD’s local authorities (Limerick (county and city), Cavan, Clare, Cork, Galway, Kerry, Laois, Leitrim, Longford, Meath, Mayo, Offaly, Roscommon, Sligo, Tipperary North, Tipperary South and Westmeath) acted jointly to make the plan. Limerick County Council, as the coordinating local authority in the ShIRBD, coordinated the work of the authorities and public participation and coordinates work with the Northern Ireland Environment Agency.

The EPA is responsible for reporting to the EU, coordinating activities at national level and other tasks such as assigning status, monitoring programmes and review of the RBMP.

The Department of the Environment, Heritage and Local Government (DEHLG) has a coordinating role, and through the Local Government Fund and Water Services Investment Program plays a significant role in determining priority for investment in infrastructure and the availability of resources to local authorities

Other public authorities are required to exercise their functions in a manner which is consistent with the objectives of the RBMPs.

The Water Framework Directive National Advisory Committee will oversee implementation of the plan at national level. It is chaired by DEHLG and involves representatives from the Department of Agriculture, Fisheries and Food, the Environmental Protection Agency, the City and County Managers Association (representing local authorities) and other Government Departments as appropriate.                                                                                                                                                                                                                             The management plan was considered during its preparation by the RBD Advisory Council, which consists of representatives from local authorities (County and Town Councillors) and community and stakeholder groups (agriculture, angling, industry and non-governmental organisations). 

Voluntary groups are also involved in River Basin Planning activities primarily through the activities of SWAN (Sustainable Water Network) www.swanireland.ie. SWAN is an umbrella network of 25 of Ireland’s leading national and local environmental organisations specifically constituted to address public participation requirements of the Water Framework Directive.</SummaryProcessesAndProcedures>

          <ConsultationMethod>A significant water management issues report was published for each RBD in the form of a booklet titled ‘Water Matters – Have your say!’. The booklets were produced to inform stakeholders of the main significant water management issues that were identified as having an impact on water quality in the RBD. They also outlined proposals for what might be done to address these issues in the River Basin Management Plans. These ‘Water Matters – Have your say’ booklets were published on the 22nd June 2007 in Ireland. Joint booklets (North and South) were published for the International River Basin Districts.</ConsultationMethod>
          <ResponsePeriods>A six month consultation period was allowed for public responses to the SWMI report from 22 June 2007 to 22 December 2007</ResponsePeriods>
          <AccessToDocuments>The consultation process was facilitated by the following measures: 

•	Notices were placed in relevant national media on 22nd June 2007, indicating where copies of the ‘Water Matters’ Reports could be obtained and inviting written submissions. General information articles were also published in a number of local and sectoral media. 

•	The ‘Water Matters’ booklet was made available for downloading from the Shannon International River Basin District website (www.shannonrbd.com). Facilities were also provided on these websites to allow stakeholders to send comments / submissions electronically. 

•	The ‘Water Matters – Have your say!’ reports were the subject of a National Advisory Council Conference in Cork. 

•	‘Water Matters’ reports were disseminated through the International River Basin District Advisory Councils to their constituent stakeholders. 

•	‘Water Matters’ reports have been disseminated to targeted stakeholder groups electronically and hard copy via post 

•	A series of detailed presentations were made to key stakeholder groups and authorities throughout the Shannon IRBD area (e.g. Advisory Councils; Local Authorities). 

•	Irish language versions of the report entitled ‘Cúrsaí Uisce – abair leat!’ were printed and available to download online from Shannon IRBD website. Printed copies of these reports were available upon request. 

•	In order to publicise the ‘Water Matters’ booklet and provide opportunities for the public to engage in the consultation process, a series of evening meetings were hosted in the two International River Basin Districts by the NS SHARE project during October and November 2007.</AccessToDocuments>
          <ExperienceAndLessons>The public consultation evenings were arranged to publicise the ‘Water Matters – Have your say!’ reports, and to make the public aware of the 6 month consultation period to the 22nd December 2007. The meetings presented the public with an opportunity to submit comments on the booklets in order to shape the development of the River Basin Management Plan. 

Formal responses to the comments received at the public meetings, in the questionnaires and from written submissions were provided in a Significant Water Matters Digest, available on the project websites. Relevant issues that were raised during the consultation process were considered during the preparation of the draft River Basin Management Plans.</ExperienceAndLessons>
          <Actions>The Significant Water Matters Digest is a compilation of written submissions received during the consultation period, completed questionnaires and comments made at public meetings for the Shannon IRBD. All submissions were responded to and were considered during the development of the draft river basin management plans. The compendium of submissions and responses is being distributed to those who took part in the process and other interested parties, and will also be available on the Shannon IRBD website.                                                                              Given the modest attendance at meetings overall and the level of effort involved, it was clear that awareness of the Water Framework Directive and its implications needed to be addressed through a national awareness programme.</Actions>

The advisory councils provide a formal mechanism to facilitate stakeholder involvement in the making of river basin management plans and establishing the programmes of measures. 
The advisory councils are composed of key stakeholder groups, including; elected representatives from local authorities, business, environmental non-governmental organisations, recreational water users (e.g. angling and boating groups), citizen groups and educational groups. When preparing and adopting river basin management plans and their programmes of measures local authorities must take full account of the advice and recommendations of the council for the relevant river basin district.</ExperienceAndLessons>

          <ConsultationMethod>The consultation period for the RBMP ran for six months from 22 December 2008 to 22 June 2009 and a series of public information events on the Draft Plan and SEA were held in different towns in the District. Notices were publicised in major newspapers circulating in the vicinity, supplemented by radio interviews. In addition, a copy of the Draft Plan, Strategic Environmental Assessment and Appropriate Assessment were made available on the Shannon IRBD (www.shannonrbd.ie) and WFD Ireland (www.wfdireland.ie) websites for public information. Detailed briefing sessions were given to the Advisory Council which included several democratically elected councillors.</ConsultationMethod>
          <ResponsePeriods>A six month consultation period was allowed for public responses to the Draft RBMP from 22 December 2008 to 22 June 2009</ResponsePeriods>

The consultation documents were also distributed to individuals and organisations that provided a consultation response to the Significant Water Management Issues report.  Advisory Council members, Elected representatives, and public bodies also received the draft plan documentation.  The Draft plan was also available upon request from the Project Office and distributed to schools and libraries in the area.

In addition during the public consultation days in the District the following information was made available to the public.  
•	Draft Plan (for Shannon IRBD and other RBDs); 
•	Information leaflet (English and Irish); 
•	Draft Environmental Report (SEA) and Appropriate Assessment;

          <ExperienceAndLessons>A total of 66 written submissions were received in relation to the draft River Basin Management Plan for the Shannon IRBD across the following sectoral interest groups: local and public authorities; non-governmental organisations; business; and private individuals. A summary of the issues raised and responses is contained in the draft plan submissions digest in the public participation background documents which can be available at www.wfdireland.ie. Draft plan public consultation events were held in Sligo, Portlaoise, Ennis, Galway, Cavan, Limerick, Athlone, Carrick-on-Shannon, Mallow and Kilarney. The information events gave the public and stakeholder groups an opportunity to meet with the project team, collect information on the SHIRBD, be introduced to use of the web based RBMP map viewer, and give their views and comments on the draft plans and associated Strategic Environmental and Habitats Directive Assessments. Comment was also facilitated through completion of questionnaires. The majority of the submissions and comments received focused on the significant water management issues and themes identified by earlier public participation stages and dealt with in the draft plan. Issues raised in written submissions, questionnaires and comments received were abstracted and were collated. Issues Included: Wastewater and industrial discharges, Landfills, quarries, mines and contaminated lands,  Agriculture,  Wastewater from unsewered properties,  Forestry,  Usage and discharge of dangerous substances,  Physical modifications,  Abstractions,  Locally focused and future issues including: Aquaculture, Invasive Alien Species Invasive Alien Species,Protecting High Quality Areas,Climate Change, Shared Water issues. Other issues: Cruising, Boating &amp; recreation, Public Participation, Economics,  Implementation, Basic &amp; Supplementary Measures, Extended Deadlines, Integration with other Plans, Website/Watermaps, Waterbody Specific Issues and Editorial amendments</ExperienceAndLessons>
          <Actions>The submission digest was prepared providing a compilation of written submissions received during the consultation period, including completed questionnaires and comments made at public meetings. To improve our understanding of certain problems and to have a better chance of identifying solutions, we need to carry out more research at national level to: characterise effluents and leachates to give better data on the quantities of pollutants associated with these discharges in Ireland, establish natural background levels of metals in Irish waters so that the impact of human activities can be identified, establish links between ecology and morphology to increase confidence in status classification and in the effectiveness of morphology measures, establish links between ecology and abstractions including the flow requirements for fish populations. This would increase confidence in status classification and in the effectiveness of abstraction measures,  investigate the ecological potential of heavily modified waters to establish mitigation measures to achieve good ecological potential, investigate chemical pollution to establish possible sources and appropriate measure,  investigate the impact of existing unsewered properties. Improvements are required regarding the operational performance, maintenance and monitoring arrangements of septic tanks and other on-site waste water treatment systems . The deterioration or loss of high quality and protected areas is often due to their sensitivity to land use changes in surrounding catchments. It will be necessary to undertake monitoring, assess conservation status and investigate pollution to determine what additional measures may be required in order to protect and restore these sensitive areas and in particular to reduce the impacts of development, forestry and farming.  The Agricultural Catchments Programme (ACP) is an important component of the National Action Programme. Its main purpose is to provide a scientific evaluation of the effectiveness of the National Action Programme measures and where necessary to underpin the basis for any modifications of the measures that might be required to achieve WFD water quality objectives.  The Nitrates Regulations represent a major step forward in protecting waters from agricultural sources of pollution and are expected to deliver significant improvement in water quality when fully effective. Evidence suggests, however, that they may not be sufficient in some areas of the country.  The ACP is intended to identify challenges in implementation of the National Action Programme and will provide a basis for modifications to the programme and/or recommendations for new agricultural measures for the protection of water, where necessary. Research has highlighted the complex nature of the interaction between forestry activities and water. A number of forestry research projects are currently ongoing investigating practical mitigation measures to address the pressures that water bodies may experience from forestry operations. The EPA is also considering additional future research needs to investigate the effectiveness of pollution control measures to address problems of acidification, siltation and nutrient enrichment from fertilisation. River basin management provides an effective mechanism to prepare for and adapt to climate change by incorporating adaptation into the programme of measures. However, due to the high level of uncertainty in present climate predictions, a flexible approach is required. This river basin plan is adaptable to climate change in that the actions are ‘no regrets’i.e. worthwhile whatever the extent of future climate change. The WFD monitoring programme will collect information that improves understanding of climate change. Measures contained within this plan, and the monitoring programme, will need to take account of changes to temperature, to ground and surface water flows, and to sediment movement, and to allow for their link with changes to habitats and species, particularly habitat fragmentation and alien species. The EPA are funding research to better improve our understanding of the critical source areas and contaminant movement along pathways from land surface to aquatic receptors.  The project will further understanding of diffuse contaminant migration in Ireland and provide a more scientifically sound basis for focussing resources in RBDs to achieve good status in a cost effective manner.

    <DefinitionOfWaterServicesAndUses>A national study entitled “Economic Analysis of Water Use” (EAWU)was undertaken in 2004 in which selected water services and beneficial uses were defined. Multiple datasets and publications were reviewed to identify data that enabled an assessment to be made of the economic significance of the agricultural and industrial sectors and selected key water-using subsectors in Ireland’s river basin districts. Key water-using subsectors were defined as those in which water-using activities are critical, due both to the volume of water used as well as the absence of suitable substitutes.  This comprised 3 key agricultural sub sectors, 10 aggregated industrial sub sectors and 5 miscellaneous other sectors. The private-sector significance of water supply utilities in Ireland are relatively minor due to the fact that the majority of economic activity in this subsector is of a public nature.
The report developed estimates of water services costs and cost recovery. Water Services in Ireland are categorised as Public Water Schemes, Public Sewerage Schemes, Private Installations, Administration and Miscellaneous. Data were available primarily in local authority annual budgets and financial statements which represent income and expenditure estimates. The majority of capital funding comes directly from central government, with the remainder from local authorities or industry based on cost recovery pursuant to the polluter pays principle (PPP).  As a result, applicable information with regard to capital spending comes from central government in the form of expenditure breakdowns for the Water Services Investment Programme (WSIP) and the Rural Water Programme (RWP).  The WSIP data is broken down by Local Authority.  The rural nature of the RWP is reflected in its decomposition by County Council only.  The WSIP is designed to address Ireland’s water and sewerage infrastructural deficit.  The RWP is administered by Local Authorities with the goal of addressing deficiencies in Group Water Schemes (GWS), small water and sewerage schemes in rural villages and in private individual supplies where an alternative group or public supply is not available. The volume of water demand and capital cost of water supply is projected. 52.6% is apportioned to domestic use and 47.4% to non-domestic use. On the basis of government returns (2003), approximately 28% of the water produced was supplied to non-domestic users; the anomaly may be explained by unaccounted for water.  Non-domestic users are charged for the production costs of non-domestic water, including the marginal capital costs (largely O&amp;M costs). Preliminary estimations of Environmental/Resource costs were also made in the EAWU report, but due to the absence of relevant data, these estimates were simply the local authorities' estimates of outstanding marginal costs of water services (for basic measures compliance) and are only valid to the extent that these addional expenditures would in fact yield comparable marginal benefits (for which no data were available to validate). The report also developed projections of demand for potable water and in the supply capacity for water services.</DefinitionOfWaterServicesAndUses>
    <PlannedStepsSummaryArticle9.1and9.2>The River Basin Management Plan describes how Ireland takes account of the principle of recovery of the costs of water services; data for estimating environmental and resource costs were identified as being limited and inadequate for such estimations, partly through the implementation of the 11 Basic directives, other relevant Directives and Other Basic Measures, but also through the introduction of new measures and guidance targeting the principal pressure sources in each water body.
It is Government Policy to recover the cost of providing water services from the users of these services, with the exception of water services for domestic/household purposes, and to fully recover the costs of their water services. They provide insight into the value added to the final water-dependent outputs that is attributable exclusively to the water resource (i.e., not inclusive of labour and other capital). The EAWU report identified additional economic data and analysis needs based on the fact that baseline water use characterisation information generally had to be derived from national or relatively coarse regional estimates; cost and cost recovery of water services datasets provided inadequate information on costs and costs recovery associated with individual key water-using subsectors or categories; and projections of the future demand and supply of water services need refining for effective planning at optimal geographic scales. The report identified the need for more refined analytical tools and procedures such as cost effectiveness analysis, and in certain circumstances, cost benefit analysis and incidence analysis (i.e., economic impact assessments). Such guidance has been developed by the Irish Government during 2008 and 2009.   
The EAWU report developed an approach as to how the future economic analysis of water use should be applied in the overarching planning context of WFD implementation at the optimal geographic scale.
