      <SummaryProcessesAndProcedures>Environmental Protection Agency (EPA) has overall responsibility for administration of Lielupe RBD. EPA is responsible for: delineation of RBDs; delineation of water bodies (including heavily modified and artificial water bodies); collection of information for Register of Protected Areas and management of the Register; assessment of human pressures on lakes and rivers; assessment of status, establishment of the system for classification and definition of objectives for surface water bodies; monitoring of surface waters (EPA is responsible for preparation of monitoring programme, coordination of monitoring and complex chemical analysis); public consultation and reporting to European Commission. Responsibilities for implementation of water policy are shared among Ministry of Environment (MoE) and institutions subordinate to MoE. Main responsibilities of the institutions are outlined below: 1. Ministry of Environment is responsible for organisation of economic analysis, economic assessment of proposed measures, organises development of measures related to cost recovery for water services. MoE coordinates activities of subordinate institutions to ensure implementation of river basin management. MoE is also responsible for drafting and coordination of international agreements in the field of management of international river basin districts. 2. Lithuanian Geological Survey (LGS) under the MoE has overall responsibility for implementation of WFD tasks related to groundwaters. LGS is responsible for monitoring, characterisation, pressure analysis, classification of status of groundwater bodies, delineation of water bodies at risk of not reaching good status, establishes objectives for groundwater bodies. 3. State Protected Areas Service (SPAS) is responsible for collection of data on protected areas (including areas designated for protection of birds and habitats), assessment of status of protected areas, development of measures in protected areas and submission of abovementioned information to EPA. 4. Lithuanian Hidrometeorological Survey (LHS) under the MoE is responsible for hydrological monitoring of rivers and lakes, assessment of quantitative status and human pressure on surface water bodies, develops proposals for objectives of water bodies and delineation of water bodies at risk with regard to quantitative status. 5. Regional Environmental Protection Departments (REPDs) are responsible for collection of monitoring data for surface waters, issue of permits and control of water abstractions and waste water discharges (including priority substances), collection of information for RBD analysis on local level, identification of problems and enforcement of River Basin Management Plans and programme of measures. River Basin District Coordination Boards have been established to facilitate implementation of the WFD at the local level. In order to develop River Basin Management Plan and Programme of Measures Environmental Protection Agency has launched an international public procurement of consulting services. Draft River Basin Management Plan was prepared by the international consortium led by Lithuanian company Center for Environmental Policy. Revision and approval of the documents prepared by the consultant was done by the Steering committee, staff of Environmental Protection Agency and Ministry of Environment, Coordination Board, various stakeholders and public.</SummaryProcessesAndProcedures>

    <SummaryOfProgrammes>One overall RBMP has been prepared for the Lielupe RBD, however characterisation of surface waters and relevant analysis was carried out on sub-unit level. Lielupe RBD was subdivided into 3 sub-units based on hydrological characteristics (sub-basins). Programme of measures is comprised of general measures to be taken at RBD level as well as sub-unit specific measures, e.g. investigative monitoring in specific sub-units. Requirements of art. 11 and art. 13(5) of the WFD has been considered in the preparation of RBMP. </SummaryOfProgrammes>

      <RBMPwithinEU>Lielupe international RBD is shared with EU Member State Latvia. Joint Lithuanian-Latvian Lielupe RBMP was not produced due to administrative reasons as Lithuania has delayed preparation of Lielupe RBMP. Latvia reported RBMPs to EU Commission on 22 March 2010. At that time RBMP for the Lithuanian part of the RBD was not ready yet. </RBMPwithinEU>

Non-point pollution reduction measures in agricultural sector for the first cycle of the WFD implementation are non investment costs. Other investment measures have also been identified, namely for point pollution reduction, reducing impact of hydropower plants by changing turbines and for river renaturalisation, however, because of affordability and lack of funding issues were not included in the first WFD implementation cycle. Assessment of investment costs for improving fish migration were calculated based on practical examples of fish pass construction in Lithuania.       <WaterServiceCostMethodology>Water volumes for water supply are taken from statistics of water companies. Water flow in rivers in places where fish passes are needed is known from river flow measurements. Data on costs of water supply and wastewater services are collected from water companies operating in the RBD territory and aggregated. Costs and prices for one m3 are calculated as weighted averages using data of all relevant companies.</WaterServiceCostMethodology>

    <CostRecoveryMethodology>Cost recovery was estimated for three sectors: municipal water supply and wastewater treatment sector; industrial sector and agriculture. Financial data from all major water supply companies (responsible also for wastewater collection and treatment) operating in each sub basin of the Lielupe RDB were collected and aggregated on RBD level. Financial cost recovery rate was estimated, based on data on cost of water supply and water supply price, as well as cost of wastewater collection and treatment and wastewater price. Environmental and resource costs are included in the water and wastewater price via taxes on state natural resource and pollution charges and hence into cost recovery estimation. They perhaps do not reflect marginal cost of damage done to environment by pollution, but as there is no any other marginal cost estimation, the assumption that taxes on state natural resources and pollution charges internalise environmental and resource costs is applied in the cost recovery estimation. </CostRecoveryMethodology>
    <CostRecoveryCrossSubsidiesMethodology>Cross subsidising is not an issue in Lithuania, as almost all water companies charge the same tariff for all types of clients for water supply and wastewater related services. Prices for wastewater treatment may be different depending on wastewater pollution, but no cross subsidisation is applied.  The State Regulator – National Control Commission for Prices and Energy does not allow water supply companies to apply cross subsidisation.</CostRecoveryCrossSubsidiesMethodology>

In agricultural sector, potential measures were compared according to their effectiveness in terms of reducing nitrogen and phosphorus and in terms of their cost. Potential measures were then prioritised according to the cost-effectiveness in each agricultural area under consideration. Moreover, acceptability of farmers to implement the potential measures was also taken into consideration. When selecting measures for mitigation of hydro morphological changes the most technologically suitable for a specific site measure was chosen based on engineers’ and ecologists’ suggestion. </CostEffectivenessMeasuresMethodology>
    <InformationGaps>There are quite many point and non-point pollution sites, where additional monitoring to identify pollution sources is suggested in the Programme of Measures. Moreover, a few investigative monitoring studies  are foreseen to be carried out during the first WFD implementation cycle. After these research and monitoring  projects are finalised in the first WFD implementation cycle, information gaps will be filled and new measures will be suggested in the second WFD implementation cycle. </InformationGaps>

    <PlannedStepsSummaryArticle9.1and9.2>The main measure to meet cost recovery requirements in centralised water supply and wastewater collection and treatment sector is application of the regionalisation principle for water utilities. Methodology for Calculation of Prices for Water Supply and Wastewater Treatment Services is considered to take into consideration full cost recovery principle, so the cost recovery principle is fully implemented in the public sector. Steps for cost recovery improvement in industrial sector are not required. Steps for cost recovery improvement in water use by agriculture sector are those, identified in the Programme of Measures: agricultural water users are paying for water services the same as all other water services users; Programme of Measures foresees measures for farmers, which will allow to reduce impact of agricultural activities on water resources and hence increase cost recovery rate in agriculture.
