Changes from the 2022 data call

The "DirectDischarges" sheet has been removed from the reporting template.

Additional automatic quality checks for the "Emissions" table:
i) WARNING when the source category hierarchy principle is not respected.
ii) WARNING when "parameterEPRTRfacilities" is not null for source categories which are not relevant for E-PRTR reporting.

Automatic QC changes for the "RiverineInputLoads" table: the list of allowable values for the field "resultObservationStatus" has been changed.
